MDS The committee appointed by the health ministry is of the opinion that the standard of doctors having a PG degree varies greatly, thanks to over 295 universities and institutes conducting separate exams, and needs to be standardised.



The panel, headed by a clinical pharmacologist from the National Institute of Immunology, Ranjit Roy Chaudhury, also plans to ask the government to set up a new 17-member Post-Graduate Medical Education Board to regulate and conduct PG medical exams in India.

At present, Medical Council of India (MCI) and National Board of Examinations regulate PG medical education. The committee, which will meet on August 23 to finalise the interim report, feels MCI should just be allowed to regulate undergraduate education.

Committee members told TOI that employment agencies recruiting Indian doctors for foreign hospitals have often found that standard of doctors holding MS/MD degrees varies greatly across states.

At present, medical colleges affiliated to universities conduct these exams. This lack of uniformity is the main reason why Indian PG degrees are not universally recognised outside India.

Doctors wanting to practise abroad have to pass an additional exam like the PLAB (Professional and Linguistics Assessments Boards Test) in UK and USMLE (United States Medical Licensing Examination) in US.

"A single exit exam for all students in India will ensure a uniform standard. Indian PG degrees are not recognised anywhere since 1978 because of this lack of uniformity. Even an MD from Pakistan and Sri Lanka and MEd from Singapore are recognised globally," a committee member said.

The Roy Chaudhury committee was formed on the lines of the independent Abraham Flexner committee, set up by the US government in 1910, that brought about tremendous reforms in medical education in US.

Roy Choudhury said, "We have decided the recommendations regarding the first two terms of reference — to examine the need for an independent authority to regulate PG medical education and to access the feasibility of establishing such an independent statutory body.

The third — to recommend modalities of establishing such an organisation — will take a few more months."
